Washington, DC – Hamilton Lincoln Law Institute (HLLI) announced today the departure of president & general counsel Melissa A. Holyoak, who is leaving to serve as Utah Solicitor General. Holyoak co-founded HLLI with Theodore H. Frank in 2019. She previously served as senior counsel with the Center for Class Action Fairness (CCAF), now part of HLLI.
“Melissa’s contributions to the success of HamLinc cannot be overstated,” said Ted Frank, director of litigation, HLLI. “Having seen Melissa’s talents as an appellate lawyer, we fully understand why Attorney General Reyes chose her to lead Utah’s appellate litigation. Utah is lucky to have her.”
“I am very proud of what we have accomplished at HamLinc,” said Holyoak. “Our work has returned hundreds of millions of dollars to consumers and shareholders and has expanded consumers’ ability to challenge unlawful federal regulations. I look forward to working on behalf of the people of Utah, and I continue to support the work that HamLinc carries on.”
HLLI also announced that Anna St. John will serve as its next president. St. John has been an attorney with HLLI and CCAF since 2015. She previously practiced at Covington & Burling LLP and clerked for the Honorable Rhesa H. Barksdale of the U.S. Court of Appeals for the Fifth Circuit. At HLLI, she has been a tireless advocate for consumers and shareholders, arguing on their behalf before more than a dozen trial and appellate courts.
“Anna has contributed enormously to HamLinc’s success,” said Frank. “Our work has only just begun, and we are thrilled that Anna is stepping into the role of president as we continue to fight against unlawful government action and rent-seeking litigation.”

Hamilton Lincoln Law Institute is a nonprofit public interest law firm formed in 2019. HLLI challenges administrative and regulatory actions and abuses of the class action and civil justice system that exceed constitutional limits, promote rent-seeking, or otherwise improperly created deadweight loss; and challenges improper restrictions on speech and other actions beyond constitutional bounds.
